6:05 2. Approval of Minutes of the September 20, 2004 Meeting - ACTION* (Attachment 1)

6:10 3. Update on the Central Freeway Replacement Project - INFORMATION

This item is a status report for the Central Freeway Replacement project. Construction activities are currently ongoing on both sides of Market Street. On the south side, Caltrans contractor is erecting structural steel for the touchdown ramp. The intersection of Mission and 13 th Streets is closed to traffic from November 5 to 15 for steel installation at this location. On the north side, construction on the east side of Octavia Boulevard is nearing completion. Replacement of MUNI trackwork at Market Street intersection is expected to be complete prior to Thanksgiving. Traffic will be switched over to allow the contractor to start their construction on the west side of the boulevard. Completion of the entire project is scheduled for late summer 2005. This is an information item.

6:20 4. Update on the Central Freeway Replacement Project - Ancillary Project Study – INFORMATION/ACTION* (Attachment 2)

The Ancillary Projects Study was awarded to Parisi Associates at the September Board meeting. After several meetings with the consultant, we have developed a workplan that is focused on three CFCAC meetings/workshops. At each meeting we will be seeking input from the CFCAC and public. Staff will present information to facilitate the discussion. This will be the first meeting. At this meeting, the study process, potential projects and criteria will be presented and discussed. We anticipate using a two phase criteria system. The first criteria will be a screening that is used to determine eligibility, and the second will provide performance based measures. Information on the projects and criteria has been attached. The second meeting, anticipated to be held in January, will focus on completing the list of projects to be reviewed, and finalizing the criteria and their weighting. At the third CAC workshop, anticipated to be held in February, the project scorings will be finalized. Projects will be categorized and ranked. The goal of the third meeting is to receive a motion of support from the CFCAC for a ranked listing of Ancillary projects. This will be followed by approval of the study by the Board and development of the first group of projects. This is an information/action item.

7:45 5. Approve a motion of support to Amend the Central Freeway Replacement Project Budget to include $40,000 for a Design Competition - ACTION

San Francisco's portion of the Central Freeway Replacement project is being paid for primarily by the sale of land parcels that were previously used by the overhead freeway ramps. The Octavia Boulevard project uses considerably less land, and has resulted in 26 parcels north of Market Street that can be sold to finance the project. Some of these parcels have been sold to the Redevelopment Agency to be developed for affordable housing. The remaining parcels will be sold through a public auction. These parcels will also include a minimum of 15% set aside for affordable housing. In a joint effort to maximize the sales price for these parcels, and generate creative housing ideas for six of the sites, many of which are uniquely-sized , the San Francisco Redevelopment Agency and Mayor's Office of Economic Development are sponsoring a design competition in cooperation with the Hayes Valley Neighborhood Association, San Francisco Planning and Urban Research, San Francisco Chapter of the American Institute of Architects, and San Francisco Beautiful . The competition would begin in January 2005, and design submissions would be due in early April 2005. Winning designs will win cash awards and be displayed and published prior to the sale of the parcels to developers. The design competition should lead the eventual development process toward excellent design and innovation. The design competition will enhance the awareness of all parcels and may result in increase the value of the parcels. As a result of favorable bid openings and other savings, the anticipated expenditures are $4 million under the approved budget. The cost of this competition is anticipated to be over $100,000. We are seeking a motion of support to amend the Central Freeway Replacement project budget to include $40,000 for the design competition.
