2. Approval of Minutes of the May 17, 2005 Meeting – ACTION* (attachment 1)

3. RecommendAdoption of the Proposed FY2005/06 Annual Budget and Work Program – ACTION* (attachment2)

Pursuant to State statutes (PUC CodeSections 131000 et seq.) and Authority Fiscal Policy, the Authority Board mustadopt an Annual Budget for the following fiscal year by June 30. The proposedFY2005/06 Annual Budget forecasts sales tax, grant and investment revenues at$183.7 million for the fiscal period. Total expenditures are forecast at $183.7million, and incorporate the capital expenditure estimates contained in therecently approved FY2005 Strategic Plan, along with associated financing andinterest costs, administrative and operating expenses for the coming fiscalyear. The Annual Budget also presents the Authority's detailed work program forFY2005/06. The proposed budget was presented as an information item at the May17 Finance Committee meeting, and the Citizens Advisory Committee (CAC) unanimously adopted a motion of support at its May 25, 2005 regularly scheduledmeeting. We are seeking a recommendation to adopt the FY2005/06 AnnualBudget and Work Program.

Recommend approval of anamendment to the FY 2004/05 contract with the City Attorney's Office in anamount of $110,000; and approval of FY 2005/06 professional services contractswith the City Attorney's office in an amount not to exceed $50,000 and with theSan Francisco Community Television Corporation in an amount not to exceed$30,000 – ACTION* (attachment3)

The Authority contracts with Citydepartments and outside firms for certain specialized professional services inareas where factors like cost, work volume or the degree of specializationrequired would not justify the use of in-house staff. We are recommending therenewal of specialized professional services contracts with the Office of theCity Attorney and the San Francisco Community Television Corporation (SFGTV) forFY2005/06. We are also pursuing approval of an amendment to the FY2004/05contract with the City Attorney's Office, to account for additional expensesincurred due to unforeseen legal issues that arose during the year. We are seeking a recommendation for approval of the amendment to the City Attorney's contract for the current fiscal year and the renewal of annualcontracts for FY 2005/06 for the services of the City Attorney's Office and SFGTV.

5. Recommend Approval of a One Year Extension to the Contract with Cordoba/ Zurinaga JointVenture for On-Call Professional Engineering Services in an amount not to exceed $350,000 – ACTION* (attachment4)

On August 19, 2002 the Boardauthorized the award of a three-year contract with two one-year extensions tothe Cordoba/Zurinaga Joint Venture. During the past three years, the Cordoba/Zurinaga Joint Venture has made significant contributions to the Authority inproviding project management support and oversight services. With the approvalof the 2005 Strategic Plan, the Authority committed to continuing in its role ofproject management oversight. There is a need for the continued services of theCordoba/Zurinaga Joint Venture over the next fiscal year, FY 2005-06. Therequested action will extend the Cordoba/Zurinaga Joint Venture contract foron-call engineering services for one year in the amount of $350,000. Specific project management oversight activities include active oversight of sponsor'sproject activities, coordination with sponsors on issues, development andpresentation of status reports and actions to the Authority, review of cost and budget elements of projects, and assessment of project sponsor progress andperformance. Most of the project management oversight conducted by the Cordoba-Zurinaga team will be dedicated to the largest PropK projects: theThird Street Light Rail Corridor project, including the Phase 1 InitialOperating Segment, the Muni Metro East Maintenance facility, the Phase 2 NewCentral Subway; and the Transbay Terminal /Downtown Extension of Caltrainproject. We are seeking a recommendation for approval of a one-year extension to the contract with Cordoba/Zurinaga Joint Venture for on-callengineering services in an amount not to exceed $350,000.
