On June 1, 2005, the Authority issued a Request for Proposals for on-call transportation planning consultant services. In FY2005/06 the Authority is undertaking several neighborhood transportation planning studies across San Francisco with the aim to establish a model neighborhood planning process. The initial set of neighborhood transportation planning studies – and the majority of the technical assistance needed under the on-call transportation planning contract – will occur in several neighborhoods where agency or community-based efforts have identified needs and potential solutions. A small portion of the contract will go towards general transportation planning technical assistance, such as the production of Strategic Analysis Reports and corridor studies. We received bids from four teams on June 30 and assembled a selection panel comprised of representatives from the Authority, the Municipal Transportation Agency (MTA), and the Planning Department. Based on a competitive selection process, the panel recommended award of a consultant contract to the Nelson\Nygaard Consulting Associates Team for on-call transportation planning services. At its June 22 meeting, the CAC adopted a motion of support for award of a contract to the top ranked firm from this competitive selection process. We are seeking a recommendation to award a consultant contract in an amount not to exceed $400,000 to Nelson\Nygaard Consulting Associates Team for On-Call Transportation Planning Services.

Recommend a $15,000 increase to the Professional Services Contract with Parisi Associates for Transportation Planning, Traffic Analysis, Outreach, and Conceptual Design Services for the Ancillary Projects Study of the Central Freeway Replacement Project, and Extension of the Period of Performance to December 31, 2005 - ACTION* (attachment 3)

On September 28, 2004, through Resolution 05-20, the Board approved a contract in the amount of $75,000 with Parisi Associates to come up with a systematic approach to the development, prioritization, selection, and scheduling of ancillary projects for the Central Freeway replacement project. Parisi has been providing the technical expertise as well as outreach to the local communities. Several changes occurred that caused the project scope to expand. In particular, the list grew from a prescribed 25 to over 75 candidate ancillary projects to be evaluated and presented. In addition, 6 community workshops were necessary to arrive at a final group of prioritized candidate projects rather than the 3 originally budgeted. For these same reasons, the final draft report will be available in October 2005, with contract completion no later than December 31, 2005. The additional funding and time extension are necessary to complete the expanded scope of the original contract. We are seeking a recommendation to increase by $15,000 the amount of the professional services contract with Parisi Associates for Transportation Planning, Traffic Analysis, Outreach, and Conceptual Design Services for the Ancillary Project Study, and to extend the period of performance to December 31, 2005.
