Approval of Minutes of the July 19, 2005 Meeting - ACTION* (attachment 1) 3. Recommend Adoption of the Authority's Revised Fiscal Policy – ACTION * (attachment 2) The Authority's Fiscal Policy guides the Authority budget development and administration process, as well as the Authority procurement process for goods and services. The Authority's current Fiscal Policy was adopted through Board Resolution 05-39 on January 25, 2005, and is designed to comply with all applicable statutes. Since then, legislative actions have resulted in changes to the Public Utilities Code statutes governing the Authority, and we are proposing to modify our Fiscal Policy to remain consistent with state laws. We are seeking a recommendation to adopt the Authority's revised Fiscal Policy. 4. Recommend Authorization to the Executive Director to Enter into Grant Agreements and Execute Related Documents to Carry Out the Geary BRT Multilingual Outreach Project – ACTION * (attachment 3) In July 2005, Caltrans awarded a discretionary $198,000 Environmental Justice transportation planning grant to the Authority, in collaboration with MUNI, for the Geary Bus Rapid Transit (BRT) Multilingual Outreach Project. The project will help ensure that the BRT design on Geary reflects the input of the diverse set of stakeholders who live and work in the corridor by partnering with community-based organizations to employ non-traditional strategies to reach the non- and limited-English speaking populations. The project also provides a unique opportunity to involve under-represented communities in the transportation planning process. At its September meeting the Plans and Programs Committee recommended appropriation of $20,000 in Prop K funds to match the grant in order to begin implementation of the Multilingual Outreach Project in time to benefit the second round of Geary Corridor BRT Study public workshops, scheduled for November 2005. Related actions under the Finance Committee's purview that will be considered at the September meeting include incorporating the grant funds into the Authority's budget and approving a local resolution of support, which is a prerequisite for receiving grant funds. We are seeking a recommendation to authorize the Executive Director to enter into grant agreements and execute related documents to carry out the Geary BRT Multilingual Outreach Project. 5.
