Pursuant to State statutes (PUC Code Sections 131000 et seq.) and Authority Fiscal Policy, the Authority Board must adopt an Annual Budget for any given fiscal year by June 30 of the previous fiscal year. The proposed FY2006/07 Annual Budget forecasts sales tax, grant and investment revenues at $222.8 million for the fiscal period. Total expenditures are forecast at $220.5 million, and incorporate the capital expenditure estimates contained in the approved 2005 Strategic Plan, along with associated financing interest costs, administrative and operating expenses for the coming fiscal year. The Annual Budget also presents the Authority's detailed work program for FY2006/07. The Finance Committee reviewed the draft budget at its May 16 meeting; the CAC adopted a motion of support at its May 24 meeting. In addition, pursuant to PUC Code 131266, the Authority met its public notice obligation for the proposed FY2006/07 Annual Budget and Work Program by publishing notice of the time and place of the public hearing, and making the budget available for public inspection, on June 1, 2006, 19 days prior to the June 20 hearing date. We are seeking a recommendation to adopt the Proposed FY2006/07 Annual Budget and Work Program.

4. Recommend Authorizing the Executive Director to Negotiate and Execute Various Professional Service Contracts, including Amendments to Current Contracts up to $473,900, in an Amount Not to Exceed $1,305,680 – ACTION* (attachment)

The Authority contracts with City departments and outside firms for certain specialized professional services in areas where factors like cost, work volume or the degree of specialization required would not justify the use of in-house staff. We are recommending either executing an annual contract or exercising contractual options for various professional services which include audits, on-call engineering, on-call general counsel, telecast and closed captioning services, financial advisors, on-call legislative advocacy, on-call information systems consulting, on-call travel demand modeling and on-call planning services for FY2006/07, in an amount not to exceed $1,305,680. The FY2006/07 recommended amounts for the on-call engineering, financial advisory, on-call modeling and on-call planning services are greater than the current contractual limits, accounting for $473,900 of the recommended $1,305,680, and requiring amendments to those four contracts. The CAC heard this item at its May 26, 2006 meeting and passed a unanimous motion of support. We are seeking a recommendation to authorize the Executive Director to negotiate and execute various professional service contracts, including amendments to current contracts up to $473,900, in an amount not to exceed $1,305,680.
