Adoption of Minutes of the July 26, 2006 Meeting - ACTION* (attachment) 6:07 3. Chair's Report – INFORMATION 6:10 4. CAC Appointment – INFORMATION The Plans and Programs Committee will consider recommending appointment of one member to the CAC at its October 17 meeting. This vacancy resulted from the resignation of Pi Ra. Neither staff nor CAC members make recommendations regarding CAC appointments. CAC applications can be obtained at the Authority's website www.sfcta.org or by calling 522.4800. This is an information item. 5. November/December Meeting Schedule - ACTION The November and December CAC meetings have been combined into one meeting in previous years because of the holiday season. The November/December meetings have been typically held on the first Wednesday in December. We are seeking a CAC motion to combine the November and December meetings into one meeting on December 6, pending the availability of the CAC members. 6. RBPP/TLC Advisory – INFORMATION/ACTION On September 1, we issued a joint call for projects for San Francisco County Share Regional Bicycle and Pedestrian Program (RBPP) and Transportation for Livable Communities (TLC) capital funds. Consistent with the Metropolitan Transportation Commission's guidelines for RBPP, we are setting up an advisory group that will meet one time in late October/early November to provide input to the project prioritization process. The advisory group will consist of two CAC members and two members each from the Board of Supervisors Bicycle Advisory Committee and Pedestrian Safety Advisory Committee. Our recommendations for RBPP and TLC funds will be presented to the CAC for action in December. The call for projects is posted on our website www.sfcta.org under Funding Opportunities. Applications are due on October 16. We are seeking two volunteers from the CAC to serve on the RBPP/TLC advisory committee. 7. Better Streets Plan Update – INFORMATION We have invited relevant City staff to provide a brief update on behalf of the Mayor's Office on the Better Streets Plan (BSP). The BSP is a citywide policy document that will provide for the first time a unified set of standards and guidelines that govern the design of all city streets covering areas such as urban design, streetscape design, and pedestrian safety. The BSP will consist of two primary components: the Streetscape Master Plan (SMP) and the Pedestrian Transportation Master Plan (PMP). The BSP is being led by an interdepartmental coordination team, with policy direction from the Mayor's Directors Working Group, and input from both a technical and community advisory committees. In addition, development of the BSP will be supported by a community involvement program for which the Authority has recently released a request for proposals on behalf of various city agencies. It is anticipated that kick-off events will begin in November 2006. This is an information item 6:20 Finance and Administration 8. Adopt a Motion of Support for Award of a General Engineering and Design Contract for the Doyle Drive Replacement Project to URS Corporation in the Amount of $4,250,250 – ACTION* (attachment) The San Francisco County Transportation Authority is working in partnership with Caltrans to implement the Doyle Drive Replacement Project. The Authority and Caltrans have agreed to proceed with additional preliminary engineering work in advance of completing the environmental document. The contract with Parsons Brinckerhoff ends once the EIS/EIR is completed and the Authority intends to engage a General Engineering and Design Consultant (GEC) to accelerate project delivery and to provide continuing engineering support. The Authority issued a Request for Qualifications on June 28, 2006 and statements of qualifications from three firms were received August 4, 2006. A multi-agency selection panel conducted interviews with all three firms on August 18, 2006 and ranked first the team led by URS Corporation. A budget of $4,250,250 has been established for initial task orders under the GEC contract, funded 80% from federal sources and 20% Prop K. We are seeking a motion of support for award of a General Engineering and Design Contract for the Doyle Drive Replacement Project to URS Corporation in the amount of $4,250,250. 6:30 Programming and Legislation 9. Adopt a Motion of Support for the Allocation of $97,175 in Prop K funds, with Conditions, to the Municipal Transportation Authority (MTA) for Construction of the Van Ness Avenue Pedestrian Countdown Signal Project, Subject to the Attached Fiscal Year Cash Flow Distribution Schedule. – ACTION* (attachment) In February 2006, through approval of Resolution 06-44, the Authority allocated $85,623 in Prop K funds for the Municipal Transportation Agency (MTA) to plan for and design accessible pedestrian signals and pedestrian countdown signals, including $26,126 for pedestrian countdown signals on Van Ness Avenue at eight locations: Union Street, Pacific Avenue, Jackson Street, Washington Street, Geary Street, O'Farrell Street, Turk Street, and Golden Gate Avenue. These locations were selected by MTA based on need and the ability to install the signals using existing conduit. MTA expects to complete the design phase by the end of December 2006 and consequently has submitted a request for $97,175 in Prop K funds for construction. MTA plans to start construction using City forces at the end of 2006, with project completion by June 2007. The proposed recommendation includes a special condition requiring the MTA to submit proof of the final design to the Authority before incurring construction expenses for this project. We are seeking a motion of support for the allocation of $97,175 in Prop K funds, with conditions, to the MTA for construction of the Van Ness Avenue Pedestrian Countdown Signals Project, subject to the attached Fiscal Year Cash Flow Distribution Schedule. 10. Adopt a Motion of Support for the Allocation of $39,000 in Prop K funds to the Peninsula Corridor Joint Powers Board (PCJPB) for Operations of the 4th & King San Francisco Bicycle Storage Facility, Subject to the Attached Fiscal Year Cash Flow Distribution Schedule – ACTION* (attachment) In January 2005, the Authority approved Resolution 05-33 establishing San Francisco 's project priorities for the first programming cycle of Regional Bicycle and Pedestrian Program (RBPP). Our list included a $300,000 Peninsula Corridor Joint Powers Board (PCJPB) grant application to help fund the first 3 years of operations for the San Francisco Bicycle Storage Facility (i.e., bikestation) at the 4th and King Caltrain Station. The Metropolitan Transportation Commission awarded the grant as requested, and the PCJPB is now requesting $39,000 in Prop K funds to provide local match for the RBPP grant. The bike storage facility is currently under construction, and it is projected to open by December 31, 2006. The current layout will accommodate 130 to 150 bicycle parking spaces, and will be open approximately 12 hours per day, including the morning and afternoon peaks. There will also be retail operations, but these will not be supported by grant funds. An operator has already been selected and the PCJPB and the Municipal Transportation Agency (MTA) are working with the operator to negotiate the needed management and operating agreements. We are seeking a motion of support for the allocation of $39,000 in Prop K funds to the PCJPB for operations of the 4th & King San Francisco Bicycle Storage Facility, subject to the attached Fiscal Year Cash Flow Distribution Schedule. 11. Funding Workshop - INFORMATION In response to a request by the CAC, Authority staff will organize a brief funding workshop for the CAC that is intended to provide a general orientation to transportation funding, focusing on sources that are typically used to match sales tax funds for Prop K projects. We will also prepare some reference materials that provide an overview of the related funding processes, including terminology, agencies involved, and timelines. This is an information item. 7:15 Planning 12. Van Ness Bus Rapid Transit (BRT) Feasibility Study: Alternatives Evaluation - INFORMATION* (attachment) The Authority, in coordination with MTA, is conducting the Van Ness Bus Rapid Transit Feasibility Study, including conceptual design and evaluation of Bus Rapid Transit (BRT) alternatives . The purpose of this study is to develop and evaluate a set of BRT alternatives for Van Ness Avenue through a technical and community process. The Feasibility Study evaluates a No-Project scenario as well as four BRT alternatives: a curb-lane BRT design and three center-lane BRT designs. Evaluation of the No Project and the BRT alternatives for Van Ness is complete. Evaluations are based on a three-step modeling process as well as analysis of the engineering designs of each alternative, and design charrettes focused on key station platforms. Based on the analysis, several BRT design configurations provide significant transit performance benefits with limited cost and traffic / construction impact. We are seeking input and guidance from the Citizens Advisory Committee. This is an information item. 7:35 Other 13. Status Report on the Third Street Light Rail Project – INFORMATION* (attachment) This is a status report on the Third Street Light Rail Project. The focus of construction activities cotinues on Segment J and the Metro East Maintenance Facility ( MME ). As of July 31, 2006, the project had spent approximately 79% of the total budget, including soft costs, and overall construction was 76% complete. All line segment contracts have reached substantial completion with the exception of Segment J (Station Finishes and Project-wide Systems), which is scheduled to complete in October 2006. If only the line segments are considered and the Metro East Maintenance Facility (MME) is excluded, the degree of construction completion rises to 94%. On August 21, MTA Construction turned over the line segments to MTA Operations for operation readiness exercises and training. MTA's operator signup process, which is on the critical path for start of revenue service, has slipped by approximately one month, resulting in a delay to the start of operator training. With the completion of structural steel erection on August 31, the MME is 37% complete. On September 1, the Fourth Street Bridge opened to all traffic; DPW and the contractor have convened a dispute resolution board. Limited passenger service will commence on January 7, 2007, and full revenue service will start on April 7, 2007. Work on Preliminary Engineering for the Central Subway is now 33% complete; MTA submitted the New Starts report on August 18. This is an information item. 7:50 14. Public Comment 8:00 15.
