Caltrans Safe Routes to School (SR2S)

Applications are due to Caltrans, either postmarked or delivered to the District 4 office in Oakland, by 5:00 pm, April 15, 2009.

The concept of the SR2S program is to increase the number and safety of children who walk or bicycle to school by funding projects that remove the barriers that currently prevent them from doing so.  Those barriers include lack of infrastructure, unsafe infrastructure, lack of programs that promote walking and bicycling through education/encouragement programs aimed at children, parents, and the community.

$24.25M in State funds was approved in the FY 2008/09 State budget for the SR2S program. However, double that amount - $48.50M worth of projects will be selected in SR2S Cycle 8.  Caltrans Districts are apportioned funds based on student enrollment. District review committees will score and rate applications using standardized evaluation forms furnished by Caltrans Headquarters and develop two lists. Once projects are selected and prioritized, Districts will then determine which projects will be placed on the Tier I list (those that are ready to go now), and on the Tier II list (those that are selected for future funds) based on the project’s delivery schedule. Projects in Tier I will be funded with FY 08/09 funds up to FY08/09 apportionment level, while Tier II projects will be funded when the next round of funding becomes available.

Eligible Project Components

Pedestrian facilities: Includes new sidewalks, sidewalk widening, sidewalk gap closures, curbs, gutters, and curb ramps. Also includes new pedestrian trails, paths and pedestrian over- and under-crossings.  Sidewalk repairs are ineligible.

Traffic calming: Includes roundabouts, bulb-outs, speed humps, raised crosswalks, raised intersections, median refuges, narrowed traffic lanes, lane reductions, full- or half-street closures, and other speed reduction techniques.  Improvements to pick-up and drop-off areas are ineligible.

Traffic control devices: Includes new or upgraded traffic signals, crosswalks, pavement markings, traffic signs, traffic stripes, in-roadway crosswalk lights, flashing beacons, bicycle-sensitive signal actuation devices, pedestrian countdown signals, vehicle speed feedback signs, pedestrian activated signal upgrades, and all other pedestrian- and bicyclerelated traffic control devices.

Bicycle facilities: Includes new or upgraded bikeways, trails, paths, geometric improvements, shoulder widening, and bicycle parking facilities, racks and lockers.  Pavement repairs and rehabilitation of traffic lanes are ineligible.

Public Outreach and Education/Encouragement/Enforcement: Includes preparing and distributing safety awareness materials to school personnel, students, drivers, and neighboring home and/or business owners. Includes outreach efforts that promote walking and bicycling, to and from school, along the designated school routes. Includes coordinating bicycle rodeos with law enforcement agencies or forming “walking school buses” within neighborhoods. These activities are considered ‘incidental’ and limited to 10% of the construction costs.  Compensation for crossing guards is ineligible.

General note regarding all categories: Ineligible project components may be included in the project scope as long as they are identified by the applicant on the drawings and listed in the Engineer’s Estimate as non-participating items. Eligible sponsors

The applicant, or project sponsor, is the agency that assumes responsibility and accountability for the use and expenditure of SR2S funds. The applicant must be an incorporated city or a county within the State of California.

Maximum Grants and Match Requirements

The reimbursement ratio for all projects will be 90 percent of the project cost, with the local agency providing a 10 percent agency match.  The maximum reimbursement amount for any single project is $900,000.  If the total cost for a project exceeds $1,000,000 ($900,00 reimbursable), the applicant must fund the balance of the project cost with other funds.
