On May 15, 2009, the Authority issued a Request for Qualifications (RFQ) for on-call modeling consultant services to support the Authority's transportation and land use forecasting work program over the next two years.  In Fiscal Year 2009/10 and 2010/11, the Authority is undertaking transportation forecasting and land use forecasting activities, to support the planning and programming functions of the Authority. Modeling will provide technical guidance for the Authority's Countywide Transportation Plan Update, Strategic Analysis Reports, bus rapid transit environmental analyses, and neighborhood transportation plans.  The Authority seeks to contract with multiple teams in order to provide a broad range of skills and capabilities to support these efforts.  By the due date of June 16, the Authority received three Statements of Qualifications in response to the RFQ.  On June 18, the Authority issued an invitation to interview all three teams.  Interviews were held on June 23.  Based on this competitive selection process, the review panel made a recommendation for award of consultant contracts to two teams at the June 24 CAC meeting.  We are seeking a recommendation to award consultant contracts to PB Americas and Cambridge Systematics, in a combined total amount not to exceed $400,000, for On-Call Modeling Services.

4.                 Recommend Increasing the Amount of the Professional Services Contract with Parsons Transportation Group by $560,640, to a Total Amount Not to Exceed $2,272,046, for Additional Project Management, Environmental Impact Analysis, and Preliminary Engineering Services in Support of the Van Ness Avenue Bus Rapid Transit Environmental Analysis and Preliminary Engineering Project - ACTION* attachment

In December 2006, the Authority Board adopted the Van Ness Avenue Bus Rapid Transit (BRT) Feasibility Study and appropriated $1,950,000 in Prop K funds to support the Environmental Impact Report and Statement (EIR/EIS) and Preliminary Engineering for implementation of BRT on Van Ness Avenue.  The Authority is leading this phase of work in partnership with the Municipal Transportation Agency (MTA) and with participation from numerous City agencies through a Technical Advisory Committee. On May 15, 2007, the Authority awarded a contract to Parsons Transportation Group in the amount of $1,711,406 to prepare an EIR/EIS document, conduct preliminary engineering, and assist the Authority in securing necessary state and federal approvals for BRT on Van Ness Avenue. The project team has made substantial progress, with circulation of the draft EIR/EIS expected by March 2010.  As work has progressed, three key new scope areas have been identified: (1) the Caltrans approval process and required supporting technical studies have changed; (2) an additional (third) Build alternative has been identified as a result of the environmental scoping process; and (3) additional environmental analysis and preliminary engineering is required for replacement of the support poles for the street lights and the overhead contact system (OCS) that supplies power to the trolley coaches on Van Ness Avenue. These tasks increase the project budget by $751,054, of which $560,640 would fund additional work by the Parsons Transportation Group. This increase will be funded by $275,697 in state funds, $90,394 from the MTA and Public Utilities Commission, and a pending appropriation of $384,964 in Prop K funds. The contract with Parsons Transportation Group would increase from $1,711,406 to $2,272,046. We are seeking a recommendation to increase the amount of the professional services contract with Parsons Transportation Group by $560,640, to a total not to exceed $2,272,046, for additional project management, environmental impact analysis, and preliminary engineering services in support of the Van Ness Avenue Bus Rapid Transit Environmental Analysis and Preliminary Engineering Project; and extend the term of the contract to July 31, 2011.

5.                  Recommend Award of a Two-Year Consultant Contract, with an Option to Extend, to Pendergast & Associates, in an Amount Not to Exceed $400,000, for Disadvantaged Business Enterprises Consulting Services for the Doyle Drive Replacement Project - ACTION* attachment

The Authority seeks consulting services to assist in achieving and documenting the Disadvantaged Business Enterprise (DBE) Goal and Methodology for the Doyle Drive Replacement Project.  On May 20, 2009, the Authority issued a Request for Qualifications (RFQ) for consulting services for the project.  The Authority received seven Statements of Qualifications by the deadline on June 15 at 2:00 p.m., and the selection panel, comprised of representatives from the Authority and Caltrans, interviewed selected teams on June 22. Based on a competitive selection process, a multi-agency selection panel recommended the award of the consultant contract to Pendergast & Associates for DBE consulting services. The CAC was briefed on this item at its June 24, 2009 meeting, and voted against the item by a vote of 5 to 4. We are seeking a recommendation for the award of a two-year consultant contract, with an option to extend, to Pendergast & Associates, in an amount not exceed $400,000, for DBE consulting services for the Doyle Drive Replacement Project.

6.                  Recommend Adoption of Final Strategic Analysis Report on Transportation Options for a Better Market Street - ACTION* attachment   report

At the October 7, 2008 meeting of the Plans and Programs Committee, Commissioner Daly requested that we initiate a Strategic Analysis Report (SAR) on the issue of automobile restrictions on Market Street. At its February 24, 2009 meeting, the Authority Board approved the scope of work for the SAR (R09-37). This SAR investigates strategic options for improving transportation conditions on Market Street, with a focus on potential effects of automobile restrictions. Automobile restrictions appear effective at supporting a comprehensive strategy to realize the potential of Market Street as a "great street" and to promote wider economic goals.  A central tenet of the transportation approach discussed in this SAR is to develop Market Street as a "shared space" where all travelers are more aware and respectful of one another-with a prioritization of transit and non-motorized modes.  Coordinated infrastructure investment is important to deliver an identity for Market Street that supports the "great streets" vision.  A partnership model for carrying out a multi-agency effort to deliver this vision is recommended.  The planned resurfacing of Market Street in 2013 is a major opportunity to transform the street; however, a phased approach beginning in the next 3-6 months is recommended to demonstrate, evaluate, and expand transportation and other improvement measures once refined. Staff presented the draft SAR at the Authority Board meeting on May 19, 2009 and to the CAC at its meeting on May 27, 2009 as an information item. Since these meetings, we have sought and obtained input from agencies and stakeholders which have been incorporated into the final SAR. We are seeking a recommendation to adopt the final Strategic Analysis Report on Transportation Options for a Better Market Street.
