Caltrans Planning Grants Call For Projects | FY 2010/11

Caltrans Transportation Planning Grants are intended to promote strong and healthy communities, economic growth, and protection of our environment. These planning grants support closer placement of jobs and housing, efficient movement of goods, community involvement in planning, safe and convenient pedestrian and bicycle mobility and access, smart or strategic land use, and commute alternatives. The final results of these grants should lead to the adoption, initiation, and programming of transportation improvements that improve mobility, access, and economic vitality.

As in previous years, the Caltrans Transportation Planning Grant program is divided into four unique categories:

  • Environmental Justice
  • Community-Based Transportation Planning
  • Partnership Planning
  • Transit Planning (FTA Section 5304)
    • Statewide Transit Planning Studies
    • Transit Technical Planning Assistance
    • Transit Professional Development

Each Transportation Planning Grant category has program-specific purposes and is intended to address local needs and issues. Transportation Planning Grant proposals should also incorporate broader goals and reflect attributes that are desired throughout the transportation system.

Each grant category has different purposes and matching fund requirements. Applicants may submit more than one application, but any given project can only be submitted to one grant category. 

Eligible Sponsors

The following types of organizations are eligible to apply for Environmental Justice or Community-Based grants:

  • Metropolitan Planning Organizations and Regional Transportation Planning Agencies
  • Cities and Counties
  • Transit Agencies
  • Native American Tribal Governments

The following may apply only as a sub-recipient:

  • Universities and Community Colleges
  • Community-Based Organizations
  • Non-Profit Organizations (501.C.3)
  • Public Entities

The following types of organizations are eligible to apply for Partnership Planning grants and the three categories of Transit Planning grants:

  • Metropolitan Planning Organizations and Regional Transportation Planning Agencies (Projects are to be performed jointly with Caltrans staff.)

The following may apply only as a sub-recipient:

  • Universities and Community Colleges
  • Native American Tribal Governments
  • Cities and Counties
  • Community-Based Organizations
  • Non-Profit Organizations (501.C.3)
  • Public Entities

For grants where MTC is the only eligible Bay Area applicant, project sponsors must notify MTC of their intent to seek MTC sponsorship for a grant application by February 2, 2009.  A brief project description is due at that time. Note: Use "Application and Scope of Work" and "Blank Timeline" for submittal.

SCHEDULE FOR FISCAL YEAR 2010/11 GRANT CYCLE

  • Applications for the Partnership Planning and Transit Planning categories are due to Caltrans on March 1st, 2010.
  • Applications for the Environmental Justice and Community-Based categories are due to Caltrans on April 1st, 2010.
