2010 EPA Community Action for a Renewed Environment (CARE) Grants

COMMUNITY ACTION FOR A RENEWED ENVIRONMENT (CARE)

The deadline to submit proposals is Tuesday, March 9, 2010 by 4:00PM Eastern Standard Time.

The U.S. Environmental Protection Agency (EPA) has issued a Request for Proposal for the FY 2010 Community Action for a Renewed Environment (CARE) program. The CARE program provides funding to help communities form collaborative partnerships and carry out projects that identify local sources of toxic pollutants and minimizes community exposure to environmental contaminants.

For FY 2010, approximately $2 million is expected to be made available by the EPA to reduce pollution at the local level. Since the inception of the program, CARE grants have provided over $12 million in grants to projects in 68 communities across the country.

ELIGIBILITY

Eligible applicants include: local, public non-profit institution/organizations, federally-recognized Indian tribal government, Native American organizations, private non-profit institution/organization, quasi-public non-profit institution/organizations both interstate and intrastate, local government, colleges, and universities.

Ineligible applicants: State governments/agencies are not eligible to apply. CARE partnerships may work with State agencies as partners to support CARE community projects as appropriate.

Eligible projects must consist of activities that fall within the terms of EPA's research and demonstration statutory authorities which are:

  • Clean Water Act
  • Solid Waste Disposal Act
  • Clean Air Act
  • Toxic Substances Control Act
  • Federal Insecticide, Fungicide, and Rodenticide Act
  • Marine Protection, Research, and Sanctuaries Act
  • National Environmental Policy Act

FUNDING AVAILABILITY

There are two levels of CARE funding available:

Level I Cooperative Agreements help communities form broad-based partnerships and identify environmental problems and possible solutions. The EPA anticipates awarding approximately 1 to 3 Level I Cooperative Agreements ranging in value from $75,000 to a maximum of $100,000.

Level II Cooperative Agreements are for communities with established broad-based collaborative partnerships to assist in implementing projects that improve human health and the local environment. The EPA anticipates awarding approximately 4 to 6 Level II Cooperative Agreements ranging in value from $150,000 to a maximum of $300,000.

Both Level I and Level II Cooperative Agreements will be funded incrementally over a two-year period.

SCHEDULE FOR 2010 CARE FUNDING

The EPA will conduct 3 national informational sessions for potential applicants via a Webcast seminar on the following dates and times:

  • February 02, 2010 @ 1:00 - 3:00PM Eastern Time
  • February 23, 2010 @ 1:00 - 3:00PM Eastern Time
  • February 26, 2010 @ 1:00 - 3:00PM Eastern Time
