FTA: 2010 Urban Circulator and Livability Initiative Programs

FEDERAL TRANSIT ADMINISTRATION: URBAN CIRCULATOR AND LIVABILITY INITIATIVE PROGRAMS

The Federal Transit Administration (FTA) has made available approximately $280 million to fund both the Fiscal Year 2009/10 of the Urban Circulator program and Livability Initiative program.

URBAN CIRCULATOR PROGRAM

Projects funded by the Urban Circulator program are aimed at the improving mobility and ensuring that transportation systems are accessible, integrated, and efficient for livable communities.

During the Fiscal Year 2009/10, FTA will provide $130 million in grants to assist States and local governments fund new fixed guideway capital projects.

ELIGIBILITY

Eligible applicants include: transit authorities, State municipalities, local agencies, and certain public corporations, boards, and commissions established under State law, who are authorized to engage in public transportation project.

Eligible projects must meet one of the following guideway criteria:

  • Be a fixed guideway
  • Be a corridor-based bus project

FUNDING AVAILABILITY

Approximately $130 million is available for FY 2009/10. FTA will provide up to 80% of the net project capital cost. However, the amount of funding must be less than $25 million for each Urban Circulator project selected.

LIVABILITY INITIATIVE PROGRAM

The Livability Initiative program provides funds to public transit providers to finance capital projects that replace, rehabilitate, and purchase buses, and to also construct bus-related facilities.

In Fiscal Year 2009/2010, the FTA will make available $150 million to fund the Livability Initiative program.

ELIGIBILITY

Eligible applicants include public agencies, private non-profit organizations, and private providers engaged in public transportation projects.

Projects eligible for funding under the Livability Initiative program are capital projects such as:

  •  Purchase and rehabilitation of busses, vans, and bus related equipment
  • Construction and rehabilitation of bus-related facilities

FUNDING AVAILABILITY

Approximately $150 million is available for FY 2009/10. FTA will provide up to 80% of the net project capital cost. There is also a required local match contribution of 20%.
