CMA Block Grant Program

The Metropolitan Transportation Commission (MTC) has assigned San Francisco an overall block grant programming target of about $11.8 million. Consistent with the intent of a block grant program, MTC has granted CMAs the flexibility to program up to 20% of the funds available to each of the programs to any of the other block grant programs in order to tailor the program to best fit the particular county's needs. MTC has proposed funding the block grant program with a mix of federal Congestion Mitigation and Air Quality (CMAQ) and Surface Transportation Program (STP) funds, both of which require a local match. The funds are to be programmed over a two-year period with 50% programmed in Fiscal Year 2010/11 and 50% in Fiscal Year 2011/12.  The local match for the TLC program is 20% and the local match for the RBP and LS&R is 11.47%. The minimum grant size is $250,000 and there is no maximum grant size.

The new Congestion Management Agency (CMA) Block Grant Program, administered by the Authority, includes three fund programs with an overall block grand programming target of about $11,738,880, spread across the three programs shown below:

  • Transportation for Livable Communities County Share Program (TLC): $2,990,400
  • Regional Bicycle Program (RBP): $1,313,280
  • Local Streets and Roads Program (LS&R): $7,435,200

Schedule

On March 12, 2010, the Authority released the call for projects.  Applications will be due to the Authority by 12:00 p.m. on Monday, May 3, 2010.

TLC County Share Program

The TLC Program is intended to fund projects that support multimodal travel, more livable neighborhoods and the development of jobs and housing in existing town centers. Successful projects improve walking and bicycle access to public transit hunbs and stations, major activity centers and neighborhood commerical districts as a way of fostering community vitality. Consistent with policies established in the current regional transportation plan (Transportation 2035), for this next round of TLC funding, eligible projects must be located in priority development areas (PDAs).

The TLC County Share Program is funded with CMAQ funds, and requires a 20% local match. 

Regional Bicycle Program

The RBP, which replaces the Regional Bicycle and Pedestrian Program, focuses on bicycle projects that result in additional bicycle route mileage and that are a part of the Regional Bikeway Network. Projects purely intended for safety, recreation, or basic repair or rehabilitation are not eligible for RBP funds.

The RBP is funded with CMAQ funds, and requires a 11.47% local match.

Local Streets and Roads Program

The focus of the LS&R Program is pavement rehabilitation.  Non-pavement rehabilitation (e.g., curb ramps, signs, signals, bike lanes, sidewalks) is also eligible.Capacity-expansion and routine maintenance are not eligible, nor are streetscape and new traffic calming features.  For a project to be eligible it must be on the federal-aid system (arterial/collector) and extend the service life of the facility by more than 5 years.

The LS&R Program is funded with STP funds, and requires a 11.47% local match.
