Regional Transportation for Livable Communities

Regional Transportation for Livable Communties Grant Program

In December, the Metropolitan Transportation Commission (MTC) adopted a framework for programming funds anticipated under the yet-to-be-developed six-year federal surface transportation act.  Part of that framework includes $85 million for the first-cycle (Fiscal Year 2009/10 - Fiscal Year 2011/12) of Transportation for Livable Communities (TLC) grant program.  That program is broken into station area planning grants (program is not yet developed), county-share TLC (part of the CMA Block Grant), and regional TLC.  MTC has identified $40 million for the regional TLC program 

Authority staff has been working with City departments and agencies, and regional transit operators to identify the most competitive projects for the regional TLC program and to coordinate on local match, some of which is expected to come from Prop K. 

REGIONAL TLC

Projects funded by the regional TLC program are aimed at investing in projects that support multimodal travel, the development of livable neighborhoods, and the development of housing in existing town centers.  Successful projects improve walking and bicycle access to public transportation hubs and stations, major activity centers and neighborhood commercial districts.

ELIGIBILITY

Eligible applicants include: city and county governments, transit agencies

Eligible project-types include:

  • Streetscape projects
  • Non-transportation infrastructure improvements (e.g. sewer or water upgrades)
  • Transportation Demand Management (e.g. parking at transit-oriented developments, carsharing)
  • Density Incentives (e.g. land banking or site assembly)

Major project screening criteria include:

  • Being located in a priority development area
  • Developing 35% construction drawings for the application
  • Being directly tied to a newly built or planned housing development

FUNDING AVAILABILITY

Approximately $40 million is available.  There is no minimum grant size, maximum grant size is $6 million.  The local match requirement is 20%.  San Francisco can submit up to four applications.
