In February, the Authority Board approved the Authority's 2004 State Legislative Program, which provides a general framework to guide our legislative and funding advocacy efforts at the state level. At the April meeting we will provide an update on state legislation that the Authority has already taken a position on during the current session, as well as present new items. We are recommending positions on several bills as shown in Attachment 1. These include ACA 21 and ACA 24, which have to do with changes to Proposition 42, and AB 2865, SB 1169, and SB 1483, which would delay the date for the High Speed Rail Bond Act to be considered by the voters, and AB2847 and SB1614 which impose an increased fee on gasoline and motor vehicle diesel fuel. We are seeking a recommendation to adopt positions on transportation-related state legislation as shown in Attachment 1.

4. Recommend a $350,000 Increase to the Professional Services Contract with Leroy L. Saage, for Project Management Services on the South Access to the Golden Gate Bridge Replacement Project (Doyle Drive) Environmental and Design Study, extend the period of performance until June 30, 2006, and Amend the FY 2003/04 Budget accordingly – ACTION(Attachment 3)

Leroy L. Saage Consulting Engineer, is currently serving as the Authority's Project Manager for the Doyle Drive Replacement Project and has overseen work performed by various consultants to develop project alternatives, perform engineering and environmental analyses, manage a public involvement and outreach program, prepare environmental and engineering documents and secure project funding. Mr. Saage's contract budget will expire on April 30, 2004. Mr. Saage has extensive experience with, and in-depth knowledge of the project. His continued service is strongly supported by cooperating agencies. It is in the Authority's interest to extend his contract and ensure continuity in this important role as the project moves toward completion of the environmental phase. The project is eligible for up to $3 million in FY 2003/04 State Transportation Improvement Program (STIP) funds, programmed by the Authority Board in 2001, to complete the environmental studies; however, the California Transportation Commission suspended STIP funding allocations pending adoption of the new fund estimate. The fund estimate delays the STIP programming by two to five years due to cash flow problems in the State Highway Account. The only way to avoid project delays is to allocate Prop K funds to the project. An allocation request has already been forwarded to the Plans and Programs Committee, recommending a $350,000 Prop K allocation to the project for this purpose. The project is eligible for a total of $90 million in Proposition K funds. We are seeking a recommendation to increase the professional services contract with Leroy L. Saage by $350,000, for Project Management Services on the South Access to the Golden Gate Bridge Replacement Project (Doyle Drive) Environmental and Design Study, extend the period of performance until June 30, 2006, and amend the FY 2003/04 budget accordingly.
