Regional Transportation Fund for Clean Air | FY 2011/12 Call for Projects

The Bay Area Air Quality Management District (Air District) provides incentive funding for projects that reduce air quality health impacts and protect the global climate. Funds are generated from a $4 surcharge on vehicle registration fees. The Air District has released a call for projets for existing and pilot shuttle/feeder bus projects and regional rideshare projects. Information and calls for projects related to other Regional TFCA-eligible project types (e.g., bicycle projects, clean air vehicle projects) will be released in the near future.

Funding Availability, Local Match, Min./Max. Grants

A total of $4 million in funding is available in fiscal year ending 2012 for existing and pilot shuttle/feeder bus projects and for regional ridesharing projects. Projects requesting more than $100,000 in funding annually are only eligible for one year of funding and must reapply each year for additional funding.

All projects will need to meet the cost effectiveness (CE) thresholds established by the Air District. A $90,000 CE threshold applies for existing shuttle/feeder bus services and for regional ridesharing projects. A $125,000 threshold applies for pilot shuttle/feeder bus services.

A 10% local match (with non-Air District funds) is required. The minimum grant amount is $10,000 per project and the maximum total award(s) per public agency for a calendar year for all TFCA Regional Fund categories is $1.5 million.

Funds may not be used for planning feasibility studies and projects must be ready to commence (issue award letter for construction contract or purchase vehicles, etc.) in calendar year 2012.

Existing and Pilot Shuttle/Feeder Bus Projects

Projects that significantly lower single-occupancy vehicle trips while minimizing emissions created by the shuttle vehicle are eligible for funding.   The project's route must operate to or from a rail station, airport, or ferry terminal and must coordinate with connecting rail or ferry schedules.  Projects cannot replace a local bus service or serve the same route as a local bus service.

Pilot projects are defined as new routes that are at least 70% unique and have not been in operation in the past five years.

Regional Ridesharing Projects

Ridesharing projects must be comprised of riders from at least five Bay Area counties, with no one county accounting for more than 80% of all riders.

Eligibility

Only public agencies from the counties within the jurisdiction of the Air District are eligible to apply for TFCA Regional Fund funding. Eligible projects must result in a reduction of motor vehicle emissions.
