Item for Direct Board Consideration

13. Allocate $12,000,000 in Traffic Congestion Relief Program funds to MUNI for the Construction Management activities on the Third Street Light Rail Project, contingent upon approval of the project budget and funding plan, and associated conditions – ACTION* (attachment 10)

At the September 2003 meeting, the Board postponed an allocation of $37,796,000 to the Third Street project. At the November 24, 2003 Plans and Program Committee meeting, the committee recommended postponing the $12 million allocation for FY 2003/04 Construction Management until a revised project budget has been approved. We have reached an agreement on the project budget, and will be bringing it forward as a separate item this month. Working with MUNI, we were able to identify $12 million in Traffic Congestion Relief program (TCRP) funds that had been previously allocated by the Board under Resolution 03-26 that could be de-obligated. We are recommending that the originally proposed Proposition B Sales Tax allocation of $12 million for FY 2003/04 construction management activities be funded with the available $12 million in TCRP funds. We are seeking to allocate $12,000,000 in Traffic Congestion Relief Program funds to MUNI for the Construction Management activities for the Third Street Light Rail Project, contingent upon approval of the project budget and funding plan, and associated conditions.
