2. Overview of Paratransit Cost and Funding Trends – INFORMATION

As an introduction into the topic, MUNI Paratransit staff will provide an overview of the current annual budget for the paratransit program, including revenues and expenses, as well as information on expenditure trends, projections of expected future service demand, cost trends and their initial list of potential new revenue sources. The presentation will include a short update on MUNI's efforts to control costs through limits on service, eligibility improvements, fraud mitigation measures in the taxi program, strategic planning and implementation of the electronic debit card system. This is an information item.

3. Approve Scope of work and schedule for the Paratransit Working Group – ACTION* (attachment 1)

The Select Committee on Paratransit was set up by the Authority Board in response to concerns about the rapidly widening gap between steadily escalating costs and available funding resources. The two main tasks of the Committee are to develop recommendations to improve the cost effectiveness of MUNI's paratransit program and to develop a long-term strategy to procure additional ongoing funding for operations. As a Select Committee, pursuant to Administrative Code requirements, it is intended to convene for a limited period of time, until it has addressed the focused purpose for which it was created. A Working Group created pursuant to the Board's direction, and staffed by the Authority and MUNI, will aide the Committee in the development of recommendations. The Committee will be asked to approve the scope of work for the Working Group, which will start meeting subsequent to this action. We are seeking a recommendation for approval of the scope of work for the Paratransit Working Group.
