FY 2004/05 Prop K Annual Programs – INFORMATION* – Attachment 1 At the last EPAC meeting we briefed the EPAC on our approach to managing the first call for annual programs under Prop K. The approach has been structured to meet project sponsors needs for annual program allocations early in the fiscal year, while containing guidelines that reflect the realities of moving from a pay-as-you go programto a program that includes a healthy amount of borrowing in order to satisfy the requirements of an ambitious roster of capital projects and programs. Further, the guidelines are sensitive to the fact that this isatransition year from Prop B to Prop K, and we do not yet have a Prop K Strategic Plan that will provide thelong-term road map needed to guide Prop K allocations. In this context, we had to set a maximum allocationtarget of 1/30 of the Prop K priority 1 and 2 funds for each programmatic category in the Expenditure Plan. As shown in the attached memorandum to the Plans and Programs Committee, we've been able to stick pretty close to that target, with a few exceptions. We are seeking input from the EPAC on the staff recommendations, but also are including these materials because they represent the first allocation requests under Prop K and as such, will provide a useful context for discussion of subsequent items on the June 9 EPAC agenda. 6:30 4. 5-Year Plans – INFORMATION a) Structure/Requirements/Guidelines b) Individual Plan Issues/Challenges/Opportunities 7:10 5. Individual Capital Projects – INFORMATION a) Survey of Sponsors Anticipated Needs* – Attachment 2 b)Project Development/Coordination Opportunities In April/May, 2004 we conducted a survey of Prop K project sponsors to get a feel for the type of individual capital projects that they would likely submit and the amount of FY 2004/05 Prop K funds they would like to request for individual capital projects, to be considered later in the year. As shown in the attached summary of the survey results, there are at least 47 potential individual capital project requests totaling nearly $71 million against the $29 million target that we have established for the individual capital projects. The individual surveys are included on the Authority's website (www.sfcta.org) under Funding Opportunities or can be obtained by calling 415.522.4800. At the June 9 meeting, we will seek input from the EPAC on our proposed approach to the call for projects for individual capital projects, as well as on project development/coordination activity. 7:30 6.
