CLOSED SESSION: Public Employee Performance Evaluation - ACTION The Authority will hold a closed session under Gov. Code 54957 concerning the annual evaluation of performance of the Executive Director. OPEN SESSION: After the closed session, the Chair shall report the vote taken on any motion in the closed session. 4. Recommend annual compensation for the Executive Director – ACTION* (attachment 2) According to the Authority's Administrative Code, the Authority must fix the compensation of the Executive Director by June 30 of each year. The Board adopted a compensation schedule for the Executive Director in 2002, pursuant to a regional survey, and fixed his compensation at step 4 in 2003. The Authority´s compensation policy, as adopted by the Board, does not automatically grant cost of living adjustments. The only increase in compensation for the Executive Director is through the step process. Pursuant to the performance evaluation, the Committee is asked to recommend a step to fix the Executive Director´s compensation for FY 2004/05. 5. Adopt Staff Reorganization Plan – ACTION* (attachment 3) The proposed Budget for FY 2004/05 includes assumptions about a staff reorganization necessary to address the new demands placed on the Authority by the new Prop K Expenditure Plan, approved by the voters in November. The most significant change is the introduction of a new Director of Capital Projects position, an indispensable addition given that the new Expenditure Plan includes several very large capital projects that will require ongoing oversight and project delivery support activities. The restructuring also recognizes the need for additional staff capacity in the fund programming and planning areas, resulting from the significant growth in the number of funding categories in Prop K, but also reflecting the increasing complexity of the eligibility decisions involved, the additional responsibilities placed on the Authority for development and approval of 5-Year Plans, and a new strategic planning process to suit the transition from pay-as-you-go to a borrowing mode. Because of proposed changes in the way we deal with congestion management program responsibilities and some economies of scale, we are able to accomplish the reorganization with an almost entirely project-chargeable additional expense of under $600K. Except for the Director of Capital Projects, all other positions use the salary ranges adopted by the Board pursuant to the official salary survey of comparable positions conducted in 2002. We are seeking a recommendation of support for approval of the staff reorganization as presented. 6. Public Comment 7.
