The Transportation Authority presented the District 1 Multimodal Transportation Study Draft Final Report at the October 23 Community Advisory Committee meeting, which recommended it for approval. The study will be considered by the Transportation Authority Board on November 19.

The District 1 Multimodal Transportation Study was requested by Transportation Authority Board Member Connie Chan (District 1) to explore ways to increase walking, biking, and transit trips as well as improve transit reliability and safety in the Richmond district.

The study kicked off in late 2022 and is funded by the Transportation Authority’s transportation sales tax Neighborhood Program. The project team conducted technical analysis to identify transportation needs and mobility challenges and held two key rounds of outreach. The first round identified corridors to focus on and improvements, using input from the District 1 community on transportation needs, challenges, and preferences for improvements. The second round presented draft improvement concepts and collected community feedback to guide adjustments for the final recommendations.


Both rounds of public outreach included town hall meetings, pop-up events, meetings with community-based organizations, and multilingual surveys.

To improve transportation options in the district, the project team explored and developed the following concepts to improve neighborhood circulation and support districtwide mode shift and greenhouse gas emissions:

  • Neighborhood circulation and quick-build concepts 
    • Geary Boulevard - Arguello Boulevard to 48th Avenue
    • Cabrillo Street - Arguello Boulevard to La Playa Street
    • Balboa Street - Park Presidio to Arguello Boulevards
    • Fulton Street - Arguello Boulevard to 48th Avenue
  • District-wide mode shift and greenhouse gas emission reduction strategies
    • West side north-south express bus service
    • Curb management on commercial corridors 
    • Mobility hubs and electric vehicle charging

The implementation plan includes planning level costs, potential funding sources, and next steps for detailed design and implementation, developed in collaboration with the Transportation Authority and the San Francisco Municipal Transportation Agency.
