The Transportation Authority Board approved a structure for the eleven-member Geneva-Harney Bus Rapid Transit (BRT) Community Advisory Committee (GHCAC) in July 2013, with an amendment in October 2013 to add one At-Large seat each from San Francisco county and San Mateo county. The revised structure includes five members to be appointed by the City/County Association of Governments of San Mateo County (C/CAG) and eight members appointed by the Transportation Authority, for a total 13-member committee. The Board appoints the San Francisco seats. Staff provides information on applicants but does not make recommendations on these appointments. The Transportation Authority Board already made appointments filling seven of its eight seats, leaving just the Bayview-Hunters Point seat to be filled by a San Francisco resident. We held the recruitment deadline open, reaching out to community groups, residents, and confirming interest of existing applicants. As shown in Attachment 2, we have received applications for two candidates for the remaining Bayview-Hunters Point seat. Following our recruitment activities for the Bayview-Hunters Point seat, the CAC member representing Oceanview, Merced, and Ingleside submitted his resignation. We did not receive any additional applicants with a residence or workplace in these neighborhoods during the recruitment process, and have re-initiated recruitment activities. We are seeking a recommendation to appoint one member to the GHCAC.

5. Recommend Appointment of Two Members to the Geary Corridor Bus Rapid Transit Citizens Advisory Committee – ACTION* attachment

The Transportation Authority has a 13-member Geary Corridor Bus Rapid Transit (BRT) Citizens Advisory Committee (GCAC). In October 2013, the Board increased the number of seats on the GCAC from 11 to 13, creating one additional seat to represent the Japantown/Fillmore area (for a total of three Japantown/Fillmore seats) and one additional at-large seat. The Board previously filled 12 of the 13 seats, leaving vacant one Japantown/Fillmore seat. In November 2013, a GCAC member representing the Japantown/Fillmore area relocated outside San Francisco and resigned from the GCAC. As a result, there are currently two vacant seats on the GCAC for representatives of the Japantown/Fillmore area. We issued notices seeking applicants to the GCAC and contacted applicants from previous recent rounds of outreach for candidates. One former member, whose term has expired, is seeking reappointment, and we have received applications from five other candidates. Staff provides information on applicants but does not make recommendations on GCAC appointments. Attachment 1 contains a summary table with information about current and prospective GCAC members, showing neighborhood of residence, neighborhood of employment, affiliation, and other information provided by the applicants. We are seeking a recommendation to appoint two members to the GCAC.

6. Major Capital Projects Update – Presidio Parkway – INFORMATION* attachment

The Presidio Parkway project now under construction replaces the Doyle Drive elevated freeway that provided access to the Golden Gate Bridge through the Presidio of San Francisco. The Transportation Authority has served as co-lead agency in partnership with the California Department of Transportation to complete the environmental document in 2008, perform design, negotiate right of way and oversee contracting and construction beginning in 2009. Removal of Doyle Drive and Phase I construction have been completed. Construction is approximately 25% complete for Phase II, the phase of the project being delivered as a public-private partnership. Project costs through completion of construction are estimated at $857 million of which the Transportation Authority Board has programmed over $203 million, including $66 million in Prop K funds. While Phase II is making good construction progress with substantial completion scheduled for January 2016, the Phase II contractor Golden Link Concessionaire has faced challenges in working in harmony with the Presidio Trust and in meeting some goals established in its Disadvantaged Business Enterprise program. We are continuing to monitor concessionaire performance in these areas and are working aggressively with Caltrans to both advance construction and see that the concessionaire meets required program goals. This is an information item.

7. Recommend Allocation of $146,825 in Prop K Funds, with Conditions, to the Department of Public Works for Sloat Boulevard Pedestrian Improvements, Subject to the Attached Fiscal Year Cash Flow Distribution Schedule and Amendment of the Relevant 5-Year Prioritization Programs – ACTION* attachment

The Department of Public Works (DPW) has requested $146,825 in Prop K funds to construct pedestrian safety improvements at the intersections of Sloat Boulevard and Everglade Drive and 23rd Avenue, including flashing beacons, bulbouts, curb ramps and median improvements. This Prop K request will provide the local match to $496,000 in federal Highway Safety Improvement Program funds. We are seeking a recommendation to allocate $146,825 in Prop K funds, with conditions, to DPW for Sloat Boulevard Pedestrian Improvements, subject to the attached Fiscal Year Cash Flow Distribution Schedule and amendment of the relevant 5-Year Prioritization Programs.

In November, we presented the San Francisco Municipal Transportation Agency’s (SFMTA’s) request for $13.1 million in Prop K funds to support preliminary engineering and detailed design needed to advance capital improvements proposed as part of the Transit Effectiveness Project (TEP). Following discussion and public comment, the Committee chose to defer action on the TEP request pending additional information from the SFMTA including a more comprehensive description of the TEP purpose, benefits and elements; how the Prop K capital request relates to the overall TEP recommendations; and what SFMTA’s outreach approach is, including how input from public outreach will be used to refine or revise TEP recommendations. SFMTA has prepared the enclosed presentation which provides an overview of the TEP and additional detail related to the Prop K request. SFMTA staff will also attend the Plans and Programs Committee meeting to give the presentation and answer any further questions from the Committee. In January, we have also been providing joint TEP briefings with SFMTA to interested commissioners. We are seeking a recommendation to allocate $13.1 million in Prop K funds, with conditions, to the SFMTA for preliminary engineering and detailed design for the TEP, subject to the attached Fiscal Year Cash Flow Distribution Schedule and amendment of the Bus Rapid Transit/MUNI Metro Network 5-Year Prioritization Program.
