3. Vision Zero Amendments to San Francisco General Plan – INFORMATION presentation
Lily Langlois, Planner with the Planning Department, will present an update on the proposed General Plan Amendments to reflect the City’s Vision Zero Policy. In June 2014, the Planning Commission passed a resolution in support of Vision Zero. The resolution outlined specific actions the Planning Department could take to achieve Vision Zero, including updating the policies and objectives of the General Plan. The presentation will highlight the proposed changes, the related outreach and engagement efforts and other Planning Department efforts to achieve Vision Zero.
4. San Francisco City Administrator’s Office Telematics on City Fleet Performance – INFORMATION* presentation
Bill Zeller, Clean Fleet and Fuel Coordinator of the City Administrator’s Office, will provide an overview of the vehicle tracking technology, Telematics, installed in city vehicles per Executive Directive 16-03, including the data collected.
5. Recommend Supporting a Resolution Urging the California State Legislature to Amend the California Vehicle and Public Utilities Codes to Enable Local Jurisdictions to Permit, Conduct Enforcement and Access Trip Data for Transportation Network Companies – ACTION* resolution
At the March 21, 2017 Transportation Authority Board meeting, Chair Peskin introduced a resolution urging the California State Legislature to amend the California Vehicle and Public Utilities Codes to enable local California jurisdictions to access trip data for Transportation Network Companies (TNCs) and to permit and conduct enforcement of TNCs as warranted to ensure safety and disability access, and manage congestion. Staff from the San Francisco Municipal Transportation Agency (SFMTA) and the Transportation Authority will provide an overview of the legislation at the committee meeting.
6. Overall Vision Zero Progress Report – INFORMATION presentation
Leilani Schwarcz, Epidemiologist with the Program on Health, Equity, and Sustainability at the Department of Public Health, and Luis Montoya, Director of Livable Streets at the SFMTA, will provide a summary of progress since the December 2016 Vision Zero Committee meeting. The update will include the release of the 2016 End of Year Fatality Report, status of the Vision Zero priority projects and select items from Mayor Lee’s Vision Zero Executive Directive 16-03, as well as the release of the new Two-Year Action Strategy. The Strategy identifies opportunities through an outcomes-based framework of safe streets, safe people, and safe vehicles and affirms the City’s commitment to achieving Vision Zero in an equitable way by targeting strategies that benefit San Francisco’s most vulnerable populations – seniors and persons with disabilities, low-income communities and communities of color, and people walking – who disproportionately bear the burden of severe and fatal collisions. Kate Breen, Director of Government Affairs at the SFMTA, will provide an update on Assembly Bill 342, legislation for automated speed enforcement.
7. Update on Safety Improvements to High-Injury Corridors – INFORMATION SFMTA presentation TA presentation
At the March 10, 2017 Board of Supervisors meeting, Supervisor Safai requested a hearing on all the physical infrastructure improvements, traffic calming and safety measures, and educational outreach campaigns undertaken over the past five years to improve safety along high-injury corridors; and requested the SFMTA, the Transportation Authority, Public Works, and the Department of Public Health to report to the Board. Staff from the various departments will present on this item.
