If a vacancy occurs in the term of the Vice-Chair before the year is out, the Committee will hold an election for a Vice-Chair to serve until the following January, as established by Article II, Section 2 of the CAC By-Laws. An election is required to select the Vice-Chair by a majority of the appointed CAC members. Any CAC member is eligible for the Vice-Chair position. The elected Vice-Chair immediately serves at the current meeting and the remaining 2014 meetings.

5. Citizens Advisory Committee Appointment – INFORMATION

The Plans and Programs Committee will consider recommending appointment of two members to the Citizens Advisory Committee (CAC) at its April 15 meeting. Neither staff nor CAC members make recommendations regarding CAC appointments. CAC applications can be obtained at the Transportation Authority’s website at www.sfcta.org/cac or by calling 415.522.4800. This is an information item.

6. State and Federal Legislative Update – INFORMATION/ACTION* attachment

To inform state advocacy efforts, the Transportation Authority tracks pending state legislation and presents a matrix of transportation-related bills to the Finance Committee each month. This matrix provides a summary of each bill and its status, and offers the Transportation Authority Board the opportunity to take formal positions on proposed legislation. The attached state legislative matrix was recommended by the Finance Committee to the Board for approval at its March 25, 2014 meeting. During the second week of March, the Metropolitan Transportation Commission and the San Francisco Chamber of Commerce each organized advocacy trips to Washington, D.C. Executive Director Tilly Chang, Deputy Director for Policy and Programming Anna LaForte, several commissioners, and other Bay Area transportation officials attended meetings with various federal transportation policymakers, members of Congress, and the Obama administration. The Bay Area delegation conveyed the importance of a quick renewal of the expiring federal transportation authorization (MAP-21), advocated for funding for Bay Area transportation priorities, and urged lawmakers to address the pending insolvency of the federal Highway Trust Fund which will go bankrupt by August. Given the climate in Washington and the upcoming elections, most observers are anticipating some temporary fixes (e.g. borrowing from the general fund) and no real change until after the 2014 elections. However, there is a degree of optimism that the impending insolvency may provide motivation for Congress to approve new long-term revenue sources for transportation. This is an information item.

6:15 7. Adopt a Motion of Support for the Approval of the 2014 Prop AA Call for Projects Programming Recommendations and Amendment of the Prop AA Strategic Plan – ACTION* attachment

On January 24, 2014, we issued a Prop AA call for projects to program a minimum of $1.15 million in Prop AA funds that became available due to the San Francisco State University’s cancellation of the Winston Drive Pedestrian Improvements project. By the March 10, 2014, deadline we received 6 candidate projects from 5 sponsors requesting approximately $5 million in Prop AA funds. We evaluated projects using the Board-adopted screening and prioritization criteria (Attachment 2), giving priority to eligible pedestrian safety projects ready to begin work on the proposed phase in the current fiscal year. Attachment 3 shows a summary of applications received and Attachment 4 shows how projects were evaluated and their corresponding scores. Our recommended programming (Attachment 5) includes $1.045 million for construction of another phase of UC Hastings’ McAllister Street Campus Streetscape, which was derived from the Tenderloin-Little Saigon Neighborhood Transportation Plan, and $365,000 to fully fund design and contribute toward construction of the San Francisco Municipal Transportation Agency’s (SFMTA’s) Webster Street Pedestrian Countdown Signals project. Both projects are located on WalkFirst corridors. We are recommending a decrease in the Prop AA capital reserve by $260,000 (from about ten percent to five percent of annual revenues) to support the total recommended programming of $1.14 million, which lets us contribute more toward the Webster Street project. We anticipate being able to fully fund construction of the Webster Street project using Prop K funds or other funds that SFMTA may identify. We are seeking a motion of support for the approval of the 2014 Prop AA call for projects programming recommendations and amendment of the Prop AA Strategic Plan.

6:25 8. Adopt a Motion of Support for Adoption of the Balboa Park Station Area Circulation Study Final Report – ACTION* attachment   report

The Balboa Park Station Area Circulation Study, led by the Transportation Authority, aims to improve multimodal access and circulation around the Balboa Park Muni/BART Station, including reconfigurations of the I-280 Geneva and Ocean Avenue interchange ramps. The study’s purpose is to build on previous station improvement efforts by exploring circulation network changes to reduce conflicts among the various users of the interchange and station area, including pedestrians, transit, vehicles, and bicycles. The study evaluated two potential configurations: Alternative 1, a split interchange between Ocean and Geneva Avenues; or Alternative 2, a consolidated interchange at Geneva Avenue. The process included technical evaluation of traffic, multimodal performance, engineering feasibility, and cost, as well as community and agency input. We have documented the results of that process in a final report, including a recommendation to advance Alternative 1, the split interchange, for more discussions on establishing the prioritization of these improvements within overall citywide funding priorities and for detailed design and analysis. The Funding for this next step is anticipated through an appropriation from Prop K that is agendized for separate action at the March CAC meeting. We are seeking a motion of support for adoption of the Balboa Park Station Area Circulation Study Final Report.

6:45 9. Vision Zero Update – INFORMATION* attachment   enclosure

On February 25, 2014, through Resolution 14-58, the Transportation Authority established an ad hoc Vision Zero Committee to support the City’s efforts to take comprehensive and coordinated actions to improve pedestrian and cyclist safety in the near-term. Megan Wier, with the San Francisco Department of Public Health and co-chair of the Vision Zero Steering Committee, and John Knox-White, with the San Francisco Municipal Transportation Agency, will present updates on recent Vision Zero activities and a look ahead to the first Vision Zero Committee meeting, which we anticipate will be held on April 10. This is an information item.

7:15 10. Adopt a Motion of Support for Allocation of $250,000 in Prop K Funds, with Conditions, and Appropriation of $39,000 in Prop K Funds for Two Requests, Subject to the Attached Fiscal Year Cash Flow Distribution Schedules, and Amendment of the Bicycle Circulation/Safety 5-Year Prioritization Program – ACTION* attachment

As summarized in Attachments 1 and 2, we have received two requests totaling $289,000 in Prop K funds. The San Francisco Municipal Transportation Agency (SFMTA) is requesting $250,000 in Prop K funds for the Comprehensive SF Safe Streets Awareness and Communications Bridge Campaign which is part of the Vision Zero program to eliminate serious bicycle and pedestrian injuries and fatalities. Prop K funds will be used to develop and implement safety related training programs for large vehicle drivers. The training programs will benefit both bicyclists and pedestrians. The scope also includes specific tasks related to development of bicycle safety-related public service announcements to augment the Pedestrian Safety Education program (separately funded by a Transportation Enhancements grant programmed by the Transportation Authority). The campaign focuses on near-term, achievable solutions that can be implemented in the next 10 months while the City works on securing funding for and developing a more comprehensive, longer-term program. We are requesting $39,000 in Prop K funds for the Balboa Park Circulation Study Implementation Scoping project to determine the next steps for recommendations in the Study relating to the I-280 interchange ramps in the station area, following adoption of the study’s final report, which is the subject of a separate item on this agenda. The requested appropriation would also provide for our continuing support of the Balboa Park Community Advisory Committee. We are seeking a motion of support for allocation of $250,000 in Prop K funds, with conditions, and appropriation of $39,000 in Prop K funds for two requests, subject to the attached Fiscal Year Cash Flow Distribution Schedules and amendment of the Bicycle Circulation/Safety 5-Year Prioritization Program.

7:25 11. San Francisco Municipal Transportation Agency Capital Improvement Program Update – INFORMATION* enclosure

In April 2012, the San Francisco Municipal Transportation Agency (SFMTA) Board of Directors adopted the SFMTA’s first financially constrained 5-Year Capital Improvement Program (CIP). The purpose of the SFMTA 5-Year CIP is to systematically plan, schedule, manage, monitor and finance capital projects to ensure cost-effectiveness as well as conformance with established policies both internal and those of our funding agencies. The current two-year Capital Budget was adopted by the SFMTA Board at $582.3 million for FY 2012-2013 and $477.8 million for FY 2013-2014. The two-year Capital Budget further refines the five-year CIP to account for the timing of budget allocations, individual capital grants and the availability of capital project implementation staff. It is presented to the SFMTA Board for approval on a two-year cycle, concurrent with the SFMTA Operating Budget. The updated CIP/Capital Budget must be delivered to the SFMTA Board of Directors no later than April 2014. At the March CAC meeting, Jonathan Rewers, Principal Lead/Manager with the SFMTA will present an overview of the proposed SFMTA 5-Year CIP update, covering Fiscal Years 2014/15 through 2018/19. A subset of the projects in SFMTA’s 5-Year CIP will be submitted to the Transportation Authority for proposed inclusion in the Prop K 5-Year Prioritization Program updates that will be acted on by the CAC this spring. This is an information item.
