The Plans and Programs Committee will consider recommending appointment of one member to the Citizens Advisory Committee (CAC) at its June 17 meeting. Neither staff nor CAC members make recommendations regarding CAC appointments. The vacancy is the result of the passing of Joseph Flanagan. 5. State and Federal Legislative Update – INFORMATION* attachment

To inform state advocacy efforts, the Transportation Authority tracks pending state legislation and presents a matrix of transportation-related bills to the Finance Committee each month. This matrix provides a summary of each bill and its status, and offers the Transportation Authority Board the opportunity to take formal positions on proposed legislation. The attached state legislative matrix was recommended by the Finance Committee to the Board for approval at its May 13, 2014 meeting. This is an information item.

6. Adopt a Motion of Support for the Award of an 18-Month Contract to Parsons Brinckerhoff, Inc. in an Amount Not to Exceed $372,000, for Planning and Engineering Services for the 19th Avenue/M-Ocean View Project Pre-Environmental Study Phase and for Authorizing the Executive Director to Negotiate Contract Payment Terms and Non-Material Contract Terms and Conditions – ACTION* attachment

The Transportation Authority is serving as the procuring agency for the 19th Avenue/M-Ocean View Project Pre-Environmental Study Phase being led by the San Francisco Municipal Transportation Agency (SFMTA). This phase of work builds on 19th Avenue/M-Ocean View alternatives developed in the 19th Avenue Transit Study with the major objectives to advance project development to the 5-10% level of engineering and prepare a Project Study Report as required for projects affecting the State-owned right-of-way. The Transportation Authority will receive $490,000 of the overall $1,020,000 phase budget committed through Memorandum of Agreement between SFMTA and the Transportation Authority that covers both consultant and Transportation Authority staff costs. On April 4, 2014, we issued a Request for Proposals (RFP) to provide planning and engineering professional services for the 19th Avenue/M-Ocean View project. By the May 5, 2014 deadline, we received four proposals. A multi-agency technical review panel, comprised of representative from the Transportation Authority, SFMTA and the California Department of Transportation, reviewed the proposals and interviewed the top three-ranked firms on May 20, 2014. Based on the competitive selection process defined in the evaluation criteria of the RFP, the review panel recommends the award of a consultant contract to the top-ranked firm of Parsons Brinckerhoff, Inc. We are seeking a motion of support for the award of an 18-month contract to Parsons Brinckerhoff, Inc. in an amount not to exceed $372,000, for planning and engineering services for the 19th Avenue/M-Ocean View Project Pre-Environmental Study Phase and for authorizing the Executive Director to negotiate contract payment terms and non-material contract terms and conditions.

7. Adopt a Motion of Support to Authorize the Executive Director to Execute Annual Contract Renewals with City and County of San Francisco Departments, Exercise Contract Options for Various Annual Professional Services, in an Amount Not to Exceed $2,350,000, and to Modify Contract Payment Terms and Non-Material Contract Terms and Conditions – ACTION* attachment

The Transportation Authority contracts with City and County of San Francisco (City) departments and outside firms for certain specialized professional services in areas where factors like costs, work volume, or the degree of specialization required would not justify the use of in-house staff. As summarized in Attachment 1, we are recommending renewing annual contracts for general legal counsel, video production services for Transportation Authority Board and Committee meetings, on-call program management oversight and general engineering consulting services, on-call transportation planning services, and vehicle level of service and transit speed monitoring services for the Congestion Management Program update for Fiscal Year 2014/15, in an amount not to exceed $2,350,000. We are seeking a motion of support to authorize the Executive Director to execute annual contract renewals with City departments, exercise contract options for various annual professional services, in an amount not to exceed $2,350,000, and to modify contract payment terms and non-material contract terms and conditions.

6:15 8. Adopt a Motion of Support for Adoption of the Balboa Park Station Area Circulation Study Final Report – ACTION* attachment   report

The Balboa Park Station Area Circulation Study, led by the Transportation Authority, aims to improve multimodal access and circulation around the Balboa Park Muni/BART Station, including reconfigurations of the I-280 Geneva and Ocean Avenue interchange ramps. The study’s purpose is to build on previous station improvement efforts by exploring circulation network changes to reduce conflicts among the various users of the interchange and station area, including pedestrians, transit, vehicles, and bicycles. The study evaluated two potential configurations: Alternative 1, a split interchange between Ocean and Geneva Avenues; or Alternative 2, a consolidated interchange at Geneva Avenue. The process included technical evaluation of traffic, multimodal performance, engineering feasibility, and cost, as well as community and agency input. We have documented the results of that process in a final report, including a recommendation to advance Alternative 1, the split interchange, for more discussions on establishing the prioritization of these improvements within overall citywide funding priorities and for detailed design and analysis. The funding for this next step is anticipated through an appropriation from Prop K that is agendized for separate action at the May CAC meeting. We are returning with this item after having received a supportive action from the April Balboa Park Community Advisory Committee. We are seeking a motion of support for adoption of the Balboa Park Station Area Circulation Study Final Report.

Adopt a Motion of Support for Allocation of $53,539,150 in Prop K Funds, with Conditions, Appropriation of $39,000 in Prop K Funds, and Allocation of $1,804,206 in Prop AA Funds, with Conditions, for Seven Requests, Subject to the Attached Fiscal Year Cash Flow Distribution Schedules – ACTION* attachment   enclosure

As summarized in Attachments 1 and 2, we have received seven requests totaling $53,578,150 in Prop K funds, and $1,804,206 in Prop AA funds. Three requests are for projects that improve pedestrian safety and access to transit, including the San Francisco Municipal Transportation Agency’s (SFMTA’s) Glen Park Community Plan Implementation ($330,000 in Prop K funds) and Phelan Loop Pedestrian Connector projects ($42,000 in Prop AA funds), and the University of California, Hastings McAllister Street Campus Streetscape project ($1,762,206 in Prop AA funds). Two requests are for annual programs, including the Department of Public Works’ public sidewalk repair program ($492,200 in Prop K funds) and the SFMTA’s paratransit program ($9,670,000 in Prop K funds). We have also received a request from the Transbay Joint Powers Authority for $43,046,950 in Prop K funds for various construction trade packages, construction management oversight, program management, and professional services (e.g. legal counsel, auditing services) for the Transbay Transit Center. We are requesting $39,000 in Prop K funds for the Balboa Park Circulation Study Implementation Scoping project. On April 22, 2014, the Balboa Park Community Advisory Committee approved a motion of support for the Balboa Park Station Area Circulation Study Final Report, which is presented to the CAC as a separate item on this agenda. We are seeking a motion of support for the allocation of $53,539,150 in Prop K funds, with conditions, appropriation of $39,000 in Prop K funds, and allocation of $1,804,206 in Prop AA funds, with conditions, for seven requests, subject to the attached Fiscal Year Cash Flow Distribution Schedules.

6:50 10. Adopt a Motion of Support for the Commitment of $2,000,000 in Fiscal Year 2015/16 Prop K Funds, with Conditions, to the Bayshore Caltrain Pedestrian Connections Project – ACTION* attachment

The Schlage Lock site is a vacant former factory in Visitacion Valley near the border between San Francisco and San Mateo Counties. It is located adjacent to the existing Bayshore Caltrain Station, but there are currently few direct pedestrian connections to the station. A private developer, through a community process that began in 2001, has proposed building housing, commercial facilities, and community uses on the site. The Transportation Authority’s Bi-County Transportation Study, adopted in March 2013, identified a direct connection to the Bayshore Caltrain Station as one of the highest community priorities as the site is developed. Working with the Mayor’s Office and the San Francisco Municipal Transportation Agency (SFMTA) we have identified a way to expedite the construction of an interim pedestrian connection through the development site as the overall project is constructed, which could save Caltrain users more than half a mile walk around the current closed Schlage Lock site and provide access as soon as Fiscal Year 2016/17. Residents could otherwise have to wait until the horizontal elements of the project are completed, no earlier than 2023. The Mayor’s Office is asking the Transportation Authority to commit $2,000,000 in Prop K funds now, in order to support anticipated approval of the Development Agreement by the Board of Supervisor in July. SFMTA would be the project sponsor for the Prop K allocation, working with the developer to implement the project. We are recommending that the Prop K funding commitment be conditioned upon approval of the Development Agreement and upon agreement (to be memorialized in the Development Agreement) that as neighborhood impact fees are received, the SFMTA and SFCTA will jointly determine which Bi-County priorities (e.g. Geneva-Harvey Bus Rapid Transit) will be funded (see Attachment 4). This is consistent with the intent to leverage private developer investment in our local infrastructure, as outlined in the Bi-County Transportation Study. The Mayor’s Office and SFMTA agree with these conditions. We are seeking a motion of support for the commitment of $2,000,000 in Fiscal Year 2015/16 Prop K funds, with conditions, to the Bayshore Caltrain Pedestrian Connections Project.

The Prop K Strategic Plan is the financial tool that guides the timing and allocation of Prop K revenues over the 30-year, voter-approved Expenditure Plan period, reconciling the timing of expected Prop K revenues with the schedule for when project sponsors need those revenues in order to deliver projects, and setting policy for the administration of the program to ensure prudent stewardship of the funds. In July 2013, the Transportation Authority Board adopted the 2013 Strategic Plan Baseline, which incorporated actual revenues and expenditures, updated revenue projections and other Strategic Plan financial model assumptions in anticipation of the 2014 Strategic Plan and 5-Year Prioritization Programs (5YPPs). Transportation Authority Board adoption of a 5YPP is a prerequisite for allocation of funds. The 5YPPs contain a number of required elements such as a prioritization methodology and a 5-year project list with scope, schedule, cost and full funding information for proposed projects. The 2014 5YPPs cover Fiscal Years 2014/15 to 2018/19. We have been working closely with eligible project sponsors on the draft 5YPPs, which reflect the new scoring templates we presented to the Citizens Advisory Committee (CAC) last month. At the May CAC meeting, we will present nine of the 21 5YPPs and are recommending six for approval, since three have elements which are not yet finalized. The remaining 5YPPs and the Strategic Plan will be presented to the CAC for action in June. Attachment 1 shows which 5YPPs we are recommending for adoption this month. Project sponsors will be present at the CAC meeting to answers questions about the proposed projects. We are seeking a motion of support for the adoption of six 2014 Prop K 5YPPs.
